North Ogden parcel, now full of weeds, to be developed into housing complex

NORTH OGDEN — Another empty, overgrown lot in North Ogden could become an apartment and townhouse development, less than half a mile from the site of another similar proposal.

Rick Scadden of North Ogden is helping a pair of developers who have financed projects throughout Weber and Davis counties with a plan to develop a 6.4-acre parcel off North Washington Boulevard, south of Walker Cinemas. As is, the land — north of the Washington Estates manufactured and mobile home development — is full of overgrown weeds, but the developers envision a 153- to 158-unit housing complex with commercial space as well.

“It’s going to happen,” Scadden said Monday.

The developers hope to break ground on Coopers Towne, as it’s known, by the winter or spring of 2018, but still to be addressed are parking and other concerns put forward by city officials. Scadden wouldn’t name the developers behind the project, but Coopers Towne LLC owns the northernmost five acres while Bluemountain Inc. owns the southern 1.4 acres, according to online Weber County property records. Both entities list a Layton post office box as a mailing address.

The Coopers Towne development site sits on the east side of Washington Boulevard, just 0.4 miles south of the much-larger 32.9-acre Village at Prominence Point development, planned for the west side of Washington Boulevard. Scadden, though, sees sufficient demand for both, should they ultimately move forward.

“I think people are ready for it. I think there’s a lot of interest. Our town homes are going to have a very modern design. It’s something North Ogden doesn’t have,” he said. He appeared at a joint North Ogden City Council and Planning Commission meeting last week to discuss the plans.

Here are more details of the Coopers Towne proposal:

  • It would contain a mix of 38 two- and three-story townhouse units in 10 buildings and a four-story 115- to 120-unit apartment building.
  • At least a portion of the ground floor of the apartment building, perhaps 15,000 square feet, would be earmarked for commercial use. Most of the apartment building would front Washington Boulevard, according to preliminary design plans.
  • 1525 North, which dead-ends on the eastern side of the property to be developed, would be extended west through the land to Washington Boulevard and serve as the main entry point to the complex.
  • The northernmost five acres of land for the project sits in North Ogden, while the rest to the south sits in Ogden and would have to be annexed into North Ogden.

A formal proposal for the project has yet to be put to planning officials and, likewise, developers have yet to pinpoint a price tag. The discussion at the Oct. 3 work session aimed mainly to identify city leaders’ concerns — assuring sufficient parking for tenants emerged as one issue — so Scadden and the developers can work out any kinks ahead of time.

North Ogden Mayor Brent Taylor spoke favorably of the project. “It has a lot of potential,” he said at the Oct. 3 meeting.

Over the long haul, he sees limited potential for strictly commercial development along Washington Boulevard in North Ogden. Likewise, given the presence of townhouses to the east of the Coopers Towne site, businesses to the north and the Washington Estates development to the south, he doesn’t ever envision development of single-family homes on the land.

The Village at Prominence Point project further north along Washington Boulevard calls for cottages, townhouses, apartments and more. Presuming city officials give the plans a green light, developers hope to start moving dirt yet this year.
