Roy High instructor who assigned explicit survey identified as longtime teacher

ROY -— The Weber School District has confirmed Candace Thurgood is the Roy High School teacher on paid administrative leave after assigning students a sexually explicit survey as homework.

District spokesman Lane Findlay said no interviews are being granted with Thurgood because an internal investigation is ongoing.

Thurgood teaches the Adult Roles concurrent enrollment course, which includes instruction in human sexuality and requires parental consent to enroll. The survey she assigned as homework was from a 1981 “Dear Abby” column and included questions about drug use and sexual activity, which is prohibited by federal and state law.

Since 1993, Thurgood has been licensed and has taught at Roy High, according to Utah State Board of Education spokesman Mark Peterson. She also holds a level 2 license in career and technical education.

In a news release Tuesday, Sept. 12, Findlay said Thurgood has been instructing five Roy High Adult Roles classes this school year.

Findlay said the district is investigating whether the survey had ever been assigned in past years or if it was discussed in class, which requires many interviews.

“When I say (the investigation) is active and ongoing it really is,” he said.

Thurgood assigned the survey last week and was put on leave Monday, Sept. 11 after parents brought it to the attention of school officials. In the news release, Findlay said the investigation is internal — not criminal — and the survey was outside the scope of approved curriculum.

“Although we do not believe this teacher had any malicious intent in conducting the survey, it contained inappropriate content and was certainly outside the scope of the course,” Findlay said in the release.
