Hawkins grand jury indicts two in unrelated felony evading cases

ROGERSVILLE — A Hawkins County grand jury indicted two men on separate, unrelated felony evading arrest charges earlier this month: one who reportedly fled police in a stolen truck, and the other who picked up his fourth and fifth evading charges since 2016.

On the morning of Feb. 5, the Hawkins County Sheriff’s Office responded to a report of a Toyota pickup being stolen in the 5000 block of Carters Valley Road near Church Hill.

The pickup was located by deputies and a pursuit took place, ending in Surgoinsville on Creek Road when officers successfully performed a “PIT (pursuit intervention technique) maneuver.”

The pickup attempted to make a turn onto Creek Road, at which time it was struck by HCSO vehicles and ,blocked in by several units after attempting to flee again.

The driver, identified as Paul Randall Hunley Jr., 34, 1724 Goshen Valley Road, Church Hill, was arrested.

On June 3, Hunley was indicted on charges of felony evading arrest, theft over $10,000, driving on a revoked license sixth offense, reckless driving, stop sign violation, speeding, and driving left of center.

He was arraigned June 7 in Hawkins County Criminal Court and is scheduled for trial Oct. 21.

In an unrelated case, Dustin Dale Arnold, 33, 235 Buttry Road, Rogersville, was indicted on charges of felony evading arrest, felony reckless endangerment, evading arrest, criminal impersonation, resisting arrest, and driving on a suspended license second offense.

Arnold was wanted on four Criminal Court probation violations, two of which were for evading arrest, when he was located as the passenger in a vehicle during a traffic stop just south of Rogersville on E. McKinney Avenue on Jan. 22.

Initially Arnold gave a false name, which the HCSO was unable to verify via computer, but eventually Arnold gave his correct name. When the HCSO checked out Arnold on NCIC, he came up as wanted. Arnold was then ordered out of the vehicle multiple times, but reportedly refused to comply.

Arnold instead allegedly instructed the driver to drive off and climbed halfway over the console and attempted to drive the vehicle.

While fleeing, Arnold allegedly almost struck a pedestrian in addition to endangering the safety of two other occupants in the vehicle.

Police located the vehicle a few minutes later, and Arnold allegedly fled on foot before being captured on Armstrong Road.

Arnold is scheduled to stand trial in Criminal Court on Oct. 9.

Zachary Wayne Jones, 529 Tuggle Hill Road, Rogersville, possession of meth for delivery, possession of oxycodone with intent to deliver, possession of alprazolam with intent to deliver, possession of drug paraphernalia, and two counts of possession of a legend drug.

Haley Celeste Douthat, 101 Seals Road, Rogersville, possession of meth for delivery and possession of drug paraphernalia.

Paul Douglas Garland, 360 Sulfur Springs Road, Rogersville, aggravated domestic assault.

James Crawford, 74, 2915 Main St., Surgoinsville, vandalism over $2,500, and assault.

Paul Melvin Stackhouse, 82, 230 Adams Lane, Mooresburg, violation of the sex offender registry.

Robert James Horton, 2729 Caney Valley Road, Surgoinsville, possession of meth with intent to deliver, possession of drug paraphernalia, and violation of the light law.

Roscoe Paul Robinson, 37, 601 Grassy Creek Road, Rogersville, two counts of violation of the sex offender registry and possession of drug paraphernalia.

Clinton Lee Decker, 129 Myers Subdivision Road, Rogersville, sex offender registry violation.

Christopher Kennedy Mowell, 235 N. Hawkins St., Apt. 3, Rogersville, aggravated burglary, and theft under $1,000.

Kathy Jane Johnson, 202 Hickory Lane, Sneedville, leaving the scene of an accident, DUI second offense, no insurance, and violation of the due care law.

Alicia Paige Michael, 494 Summit Hill Road, Bulls Gap, violation of the due care law, no insurance, seatbelt violation, and violation of implied consent.

Randy C. Smith, 34, 408 N. Armstrong Drive, Rogersville, two counts of auto burglary and two counts of theft under $1,000.

Michael West Davis, 30, 1142 Volunteer St., Church Hill, possession of meth for delivery, simple possession of cocaine, and possession of drug paraphernalia.

Michael Albright, 44, 212 Lewis Lane, Kingsport, two counts of aggravated domestic assault and two counts of domestic assault.
