Kingsport man faces 95 child porn charges in Scott

KINGSPORT — A 31-year-old Kingsport man is facing nearly 100 child pornography charges in Southwest Virginia after authorities allegedly found dozens of images on his cell phone following a traffic stop last year.

Harvey Napier Jr., 31, was indicted by a Scott County grand jury on Thursday, charged with 95 counts of possession of child pornography. Napier is currently being housed in the Duffield Regional Jail.

The charges against Napier date back to the December 2018 traffic stop in Scott County when deputies pulled over a Nissan Sedan for multiple defective equipment violations. Most notable, the license plate on the Nissan did not match the vehicle.

During a background check, officers found that Napier’s license was revoked and that he was wanted on numerous charges out of Sullivan County, including:

— Aggravated child abuse

— Aggravated assault (two counts)

— Felony reckless endangerment

— DUI

— Driving while revoked

— No automobile insurance

— Failure to appear (3 counts)

— Various narcotics violations

According to a press release from the Scott County Sheriff’s Office, deputies also found several firearms, ammunition and drugs in Napier’s vehicle.

Napier was then arrested for being a fugitive from justice. Both he and his passenger were charged in Scott County on several drug and firearms charges. Deputies also confiscated Napier’s cell phone and reportedly found numerous images of child pornography, which ultimately led to the indictment.
